Virginia Victim Information and Notification Everyday is the state’s local-jail custody notification service. The official FAQ says Jail VINE operates in every Virginia local and regional jail, so the Richmond City Justice Center participates. A person may check custody without registering. Registration adds automated notice for selected events tied to the exact record.

The state landing page is the correct local-jail starting point. It should not be confused with VADOC victim notification for a state-responsible person or with the federal Bureau of Prisons locator.

VINE is an event and notification layer. It is not the legal custodian of RCJC booking and release records. A current “in custody” record supports the listed jail status at the time of the update. A no-result does not prove release, since spelling, record scope, transfer, or timing can affect the search. For historical proof, request the Sheriff’s release entry.

Search Richmond City VINELink Records

Start with enough identifying facts to avoid a false match. A full name, known alias, date of birth, and offender or booking identifier can help. Facility matters just as much as name. Richmond is an independent city, and the correct adult jail is Richmond City Justice Center. Do not select a similarly named county or assume the vendor’s “Richmond_Co_VA” text changes the jurisdiction.

Virginia’s official materials support a core set of identity, facility, custody, and event information, but they do not promise that every record has the same fields. Read what appears on the selected record. A release date should be quoted only when the current result actually labels and displays one.

Preserve the alert and record its timestamp. The exact event wording controls the next step. A jail “release/transfer” event can mean movement to another jail or into VADOC authority. It does not always mean the person walked into the community. Check the court case and receiving system before describing the outcome.

A person may choose more than one offered contact path when the live form permits it. Keep contact details current and store the confirmation in a safe place. If an alert does not arrive when expected, check the record directly and contact the appropriate custodian. Notifications depend on data supplied by participating agencies and can lag.

Richmond City VINE Event Meanings

VINE events need context. Release means the source jail reports an end or change in its custody event, but official Virginia workflow material warns that cross-system movement may also appear in release or transfer language. Transfer means the person moved from one custodian or facility to another. Death and escape are custody-status events, not ordinary release.

Release

A reported end or change in the selected jail custody record that still needs outcome verification.

Transfer

Movement to another facility or authority, with custody continuing.

Community supervision

Physical release from secure custody while probation or parole oversight remains active.

Discharge

The end of a defined custody or supervision episode, shown by the responsible agency’s record.

Detainer

A hold or request from another authority that may prevent community release after one case ends.

Richmond has several status layers. A bond release may lead to Adult Pretrial Supervision. A state-responsible sentence may lead to VADOC custody or a district-office supervision result. Work release, weekend service, school release, and home electronic incarceration can place someone outside RCJC without final discharge. The alert must be matched to the legal custodian.

Richmond City Notification Handoffs

Virginia requires separate registrations for local Jail VINE, Virginia Department of Corrections notifications through NAAVI, and sex-offender registry alerts. A local registration does not follow the person from RCJC into state custody. That separation is especially important when a sentence total reaches the state handoff point.

Official Virginia guidance says a sentence totaling less than 12 months stays in Jail VINE. At 12 months or more, VADOC release-date computation and notification rules apply. Some people serving under two years may remain physically in a local jail, so physical location alone does not identify the system responsible for notification. Confirm which authority owns the sentence and register separately where authorized.

The separate portal illustrates why an RCJC VINE subscription cannot be assumed to continue after a VADOC handoff. VADOC Victim Services lists 1-800-560-4292 for notification help.

NAAVI may notify eligible registered victims about transfer, advance release, actual release, death, name change, work release, escape or recapture, parole interview, and parole decision. Those are VADOC events. A Virginia Parole Board grant is not itself physical release, and an advance notice is not the final exit record.

Richmond City VINELink Limits

VINELink does not replace every custody system. It is not the Bureau of Prisons locator and does not track federal prison release. It is not ICE’s Online Detainee Locator System. A USMS transfer from RCJC is also not community release, and USMS has no comparable public released-person archive. Use the authority that actually holds the person.

The state police registry applies only to people with covered registration duties. Its public profile can remain after a jail stay, but it does not prove a Richmond City release date. Absence from that registry has no meaning for a person who is not subject to its requirements.

Confirm Richmond City Release

After an alert, preserve the message and check its event text. For a local case, use the Sheriff’s RCJC Records contact and ask for the release timestamp, recorded disposition, and transfer destination if one exists and is releasable. Search the Richmond General District Court or Richmond Circuit Court record for the legal action. If transfer is possible, open the receiving authority’s locator.

A strong confirmation pairs two sources. A VINE event plus the Sheriff release record can confirm the jail status change. Each source answers a different part of the question.

Retrospective proof should come from the record custodian. Ask for the full legal name, aliases, booking number, intake date and time, release date and time, recorded release type, releasing authority, related case identifiers, and destination or receiving agency when recorded. VINE remains valuable because it supplies timely notice, not because it replaces that durable record.

If two sources conflict, note when each one was checked and ask the office that created the underlying record to resolve the difference. Do not edit the alert wording or infer a destination that it does not name. A clear record of the search time, facility, identifier, event text, and follow-up call makes the final conclusion easier to support.
