RCJC Release Destinations

Richmond City Justice Center is the adult local jail for the independent City of Richmond. The Richmond City Sheriff's Office operates it. A person may leave after posting bond, receiving a court release or dismissal, serving the ordered local time, or completing a local sentence. Those events can lead to the community, but the jail must first verify the release authority and check for other holds.

Departure from the building does not always mean final discharge. A felony sentence can shift responsibility to the Virginia Department of Corrections Inmate and Supervisee Locator. A warrant from another locality, a federal writ, or an immigration matter may produce a transfer instead. The Richmond City Justice Center release entry is therefore most useful when it includes the recorded release type, releasing authority, and destination or receiving agency.

A booking photo or old charge page does not answer this question. It describes intake, not the end of custody. Likewise, a court dismissal may resolve one charge while an unrelated hold remains active.

Confirm an RCJC Release

The official Richmond Sheriff page links to JailTracker. That tool was launched as a current-custody search, not a historical release archive. Its documented search keys are last name, first name, and inmate identification number. A live result supports present RCJC custody at the tool's update time. A missing result does not state why the person is gone.

1. Search the exact person in the Sheriff-linked JailTracker. Check spelling and the inmate identification number when it is known.
2. Call RCJC or the Records Department. Ask whether the person was released, transferred, or remains in a community-custody program.
3. Check Virginia Jail VINE for the exact record and preserve the event words and timestamp. A release or transfer notice still needs context.
4. Read the Richmond court case for the bond action, dismissal, sentence, suspended time, or probation order.
5. Use VADOC, BOP, ICE, or another jail's system when the record points to a receiving authority.

RCJC Release Records Contact

The Sheriff's Records Department holds the durable local record. A narrow request should identify the person and custody episode. Ask for existing records, not a new explanation or custom list.

Give the full legal name, aliases, date of birth, booking number if known, and a focused date range. Request the admission and release timestamps, recorded disposition, releasing authority, transfer destination if recorded and releasable, related case identifiers, and field definitions. Electronic delivery and an advance cost estimate can keep the request focused.

Richmond offers a Sheriff FOIA form and a citywide FOIA route. Virginia Code § 2.2-3704 generally requires a public body to respond within five working days through one of the allowed responses. That is not a promise that every record will be produced within five days. Actual reasonable costs can apply, and an estimate above $200 may require a deposit.

Virginia's mandatory FOIA right generally applies to Virginia citizens and qualifying Virginia media, and the custodian may ask for a legal name and address. An agency may still answer an out-of-state request, but access should not be promised. The statute compels existing records, not a newly compiled release list or an answer to a question the Sheriff never recorded. If an entry cannot be found, ask whether another known custodian holds it and request the applicable retention schedule. For an adult intake photograph, cite the booking event and date. Virginia Code § 2.2-3706 addresses routine adult intake photographs but permits a temporary exception when release would jeopardize a felony investigation. Other sealed, expunged, security-sensitive, or protected material can require redaction or withholding under a stated legal ground.

RCJC Custody Record Fields

The Sheriff's 2018 launch material described JailTracker as a real-time current-inmate tool. It listed booking date, bond amount, next court date, charges, a detail photograph, and charge description. No official current field dictionary, release tab, release schedule, archive duration, or retention window was found. Those gaps are why the underlying release record matters.

Release disposition

The agency's label for how that custody episode ended, such as bond, court order, completion, or transfer.

Releasing authority

The court or agency action used by jail staff to complete the release.

Transfer destination

The next agency or facility when custody continued elsewhere.

Discharge

The end of a stated custody or supervision term, which is not the same as a move between facilities.

Ask Records for the data definition that applied when the entry was made. Local systems may use labels that differ from plain-language terms. A precise field definition prevents a transfer or community-custody placement from being misread as unrestricted release.

RCJC Community Custody Status

Richmond's alternative-sentencing programs create several states that can look like release. Work release, school release, home electronic incarceration, weekend service, and DOC work release may place a person outside the secure building for part of the day or week. Custody has not necessarily ended.

Weekend participants may live in the community between reporting periods yet return to RCJC for ordered weekends. Electronic incarceration places the confinement condition at an approved location. A missing in-building status or a sighting outside the jail therefore cannot replace the recorded legal status. Bond supervision is different again. Richmond Justice Services may supervise court-ordered pretrial conditions, including curfew, testing, electronic monitoring, or SCRAM. That person can be physically out of RCJC while the criminal case remains pending.

RCJC Court and Transfer Check

Richmond City General District Court handles misdemeanors and felony preliminary stages. Richmond Circuit Court handles felony trials and dispositions. A felony can therefore leave entries in both courts. The Virginia online case system may show bond action, dismissal, plea, sentence, suspended time, probation, or appeal activity.

Court data explains the legal order but may not show the minute RCJC finished physical discharge. Staff must receive and verify the order, then check all holds. Pair the court entry with the Sheriff's timestamp or VINE notice. If VADOC authority begins, the state locator can show an institution, district office, CCAP placement, hospital, or local jail holding someone under state responsibility.

Federal and immigration labels require the same care. BOP's “Not in BOP Custody” language does not prove freedom from another authority. ICE's locator includes certain people released from ICE custody during its stated recent window, but an ICE release does not prove a return to Richmond.

Virginia Jail VINE is an alert layer, not the legal custodian of the RCJC release record. Save the exact message and time, then request the Sheriff's entry. Jail VINE registration also does not follow a person into VADOC notification. When a sentence shifts to state responsibility, an authorized user may need a separate VADOC or NAAVI registration. This split explains why a Richmond City jail alert can end even though correctional custody or supervision continues elsewhere.

RCJC Replaced the City Jail

The present Richmond City Justice Center opened in 2014 and replaced the former Richmond City Jail. Old articles and directory pages may use the old name. They do not establish a second active adult jail in Richmond City.

The court record and the RCJC release entry answer different parts of the event. One gives legal authority; the other records the jail's completed custody action.

These services can help with practical needs around a Richmond City release. Participation details and eligibility should be confirmed with the Sheriff.

GRTC identifies stop 880 as “FAIRFIELD WAY + ENTRANCE TO CITY JAIL” on the Route 7A and City Justice Center map. Check the live GRTC system map on the travel day. No official fixed release hour, family waiting area, rideshare point, or public exit policy was found, so travel plans should not assume a set discharge time.

Note: Release processing can follow a court order but still take time while RCJC verifies authority and checks other holds.
